Surface Transportation Reauthorization

The House Committee on Transportation and Infrastructure will debate surface transportation authorization legislation this year and will accept projects submissions from all U.S. House members for consideration. This process is separate and distinct from the House Committee on Appropriations’ process for considering Community Project Funding requests.

Transparency

As part of the reformed process to ensure transparency in this process, all requests submitted by Rep. Lucas are posted below and will also be posted with all other Member Designated Project submissions on the Committee’s website after the deadline. Per the new requirements, Rep. Lucas has also certified that neither he nor his immediate family have a financial interest in any of the project submissions. Project Requirements:

The Committee requires all Member submissions to include the following information for each project requested:

Documentation of whether the project is on the State, Tribal, or territorial transportation improvement program (STIP); and on the metropolitan transportation improvement program (TIP), if applicable
Sources of funding for the full share of the cost of the project beyond the amount requested
Letter(s) of support from the State department of transportation, or local government, transit agency, or other non-Federal sponsor
A description of the process that has been or will be followed to provide an opportunity for public comment on the project
Project phase (e.g. Planning, Final Design, Construction)
NEPA category of action (e.g. Categorical Exclusion, Environmental Assessment, Environmental Impact Statement)
Status of environmental review
Whether the project has received Federal funding previously, and if so the source and amount
Certification that the Member, their spouse, and other immediate family members do not have a financial interest in the project

Project Name: Indigenous Health Equity
Request Amount: $2 million
Intended Recipient: Oklahoma State University Center for Health Sciences (OSU-CHS)

Request Explanation: The purpose for this request is to establish a Center for Indigenous Health Equity, Bioinformatics, and innovation (the “Center”) to better understand health outcomes for American Indian populations, who have long experienced lower health status and healthcare when compared to other Americans. The lingering health disparities of American Indians are troubling, and the purpose for the establishment of the Center would help promote research focused on eliminating these health disparities in indigenous populations. Oklahoma State University Center for Health Sciences (OSU-CHS) has, and continues to be, a leader in training American Indian physicians and in indigenous health research, and the Center will be able to make policy recommendations that will help remove inequities. The Center’s goal is to help rural and medically underserved communities across Oklahoma, including communities of Native Americans.

Project Name: Rapid Assured Fully Transparent Integrated Circuit Platform

Request Explanation: Integrated Circuits (ICs) are a part of everyday lives. The objective of this project is to enable research in digital, analog/RF, and memory IC designs by creating new algorithms, architectures, as well as system and circuit techniques for applications such as multimedia processing, communications, computer vision, machine learning, Internet of Things, web search, and many others. As opposed to previous endeavors that are specific to individual institutions, OSU will create a platform (via vlsiHUB.org) that coordinates with other research institutions to help spur and lead in IC design with eventual applications in computer hardware, wireless communications, avionics (manned and unmanned), etc. Additionally, the project will specifically address the dearth of women, Native Americans and other underrepresented groups in this research arena.

Project Name: 6G Innovations
Request Amount: $1 million

Request Explanation: The demand for fast, wireless uploads and downloads is vast and exponentially increasing. Keeping pace with these demands require next generation communications technologies, from 4G (today’s technology) to 5G (tomorrow’s technology, largely led by China) to 6G (aspirational technologies of the future). The requested funding will allow OSU to develop a long-path 6G communication link testbed, which requires specialized instruments, lasers, and technical personnel. By utilizing rooftops of OSU buildings and strategically placed mirrors, an upload/download link can be emulated that will allow the team to measure signal loss, data rates, interference, signal scattering and blockage, all of which impact the robustness of the link. Practical experiments will include wireless communication links, rural internet technologies, drone swarming, radiation space-hardened electronics for deep space initiatives, secure channel transmission, and terahertz communication channels for ultra-capacity data transmission.

Project Name: Ponca City Multi-Model Transportation Infrastructure Project
Request Amount: $2.3 million

Request Explanation: Ponca City is situated along a major BNSF rail corridor linking Chicago, Illinois to Houston, Texas. This corridor has also been identified as a major gap in the Amtrak nationwide passenger rail system. Since 1979, there has been no passenger service available between Oklahoma City and Newton, Kansas (via Wichita). The States of Texas, Oklahoma and Kansas have formed a coalition in support of the restoration of passenger rail between Fort Worth, Texas and Newton, Kansas in an effort to bridge this gap in passenger rail service. Ponca City must position itself to be a scheduled stop along this route and thus, the former Santa Fe Depot will be rehabilitated and re-purposed to serve both as a passenger rail depot and a hub for the local transit system. A short trail link extending northward to Grand Avenue will tie this multi-model transportation hub to the City’s trail system.

The project is a multi-model transportation project that has several components that combined, create an integrated transportation system serving not only the citizens of Ponca City but all of Northern Oklahoma. The multi-model transit hub that provides a seamless transition from passenger rail service to area transit service and to a pedestrian and bike trail head, all at a single location.

Request Explanation: Critical replacement of infrastructure which is vital to both the City of Altus and Altus Air Force Base.
